Singapore's talents are deemed by the government itself, which resulted in talents flowing overseas and not back here.This is the reason why by playing up big on their own kind of talents many people are driven away to seek better pasture elsewhere.

Singapore has always been using the O and the A level Cambridge Exam to decide on who are the ones accetable move on in society, no? Isn't it the Singapore University, the Raffles Institution that produced the top civil servants, for the Singapore government? Aren't all these copied from UK? Singapore has copied unwittingly a system which has failed in ancient China trying to create an elitist mandarin hierarchy which only served to curtail mass participation and practical knowledge application and innovation among the general population.

Chinese Mandarin System was abandoned since 1905, hmm....it must be Sir Stamford Raffles, he must be the one who copied unwittingly from China, then he founded Raffles Institution, the elite school to cultivate the civil servants in Singapore.
