simple lah.... in order to maintain racial harmony and current racial status quo.... there is only one way.....
ALL SINGAPORE citizens must pay a fertility tax.... the tax will be used to pay for the food, healthcare, educational as well as a small monetary grant to the family of the children.... therefore... the children will get free medical, education and food stamps.... to alleviate the cost of bringing up the children... plus the family gets a bit of monthly allowance to pay for the children's clothes and watever neccesisties....
The above benefits would work towards a strong, well educated and well-fed next generation for singapore...
In the event should the family parents demise... the GOVT will take full responsibility in taking care of the child until he or she is married!! or finish tertiary education... which ever came first...
families that have at least 2 children will be exempt from the fertility tax irreguardless of race and religion or language....
BUT ONLY families belonging to a race that has total replacement rate below 2 will get the above benefits....
alternatively... since the problem of falling fertility is faced only by the chinese... this fertility tax and disbursement can be handled byt the CDAC... while other races... may choose to do the same... like MENDAKI or SINDA can also do the same for their respective race... to improve the quality of their next generation... through perhaps providing scholarship... job trainning and even some financial help should be considered...
The organization that meet the replacement rate... will be rewarded...
THE organization that fail to meet the replacement rate should have their CEO fired and replace if no improvement is seen year on year....
OH.... all families that have 4 children will be permitted to purchase a HDB flat at half price!!
AND future govt shares and rebates and watever grants should be given to individual family base on number of family members...
So... if a 3 room flat of 2 people will only get 20 dollar rebate while a similar 3 room flat with 10 people will get 100 dollar rebate... more fair...
lastly to encourage grads to marry and have babies... parents that have at least 1 grad from local U and having at least 2 babies... will have their TFL waivered... totally...PLUS free higher education opportunity... at local U...
