It depends on how you see it really... A cruise missile would need to have its own mission and target tracking computer, and it must be able to sustain flight over a large distance, ie. Tomahawks. The Popeye was originally developed in Isreal, but US is the primary user, and they manufacture most of their Popeyes in US.
