there are legions of floating migrant workers around in china, all hungry for work ... so what some unscrupulous taiwanese chap did was to set up a fake front company and put out ads asking for job applicants for non-existent jobs ...
they'll charge you a little fee for the application forms and "processing" ... and you'll never hear from them again ....
if you collect 10 yuan from each person, and 2000 people line up for you in a day, that's a pretty tidy sum for nothing ! ...
