If I remember correctly, there was once when Indonesia asked the same question. A Muslim group from Singapore sent them a letter with the names of quite a few Malays with the rank of LTC (I think) and above. MINDEF has also replied to a Straits Times forum addressing a very similar issue, I think its today's or yesterday's paper.

the measure of a successful race is not base on the overall general achievements of the entire race....
BUT is to have a member of that race holding a rank of general or watever stupid title that looks good and beutiful... and as long as it is so.... it doesnt matter if the remaining millions of malays are in sorrowful conditions....
