  The criteria for "good" are not to harm,bully or cheat anyone.Doing your job honestly is another criterion.

  So are tyrants "good" people since they're legitimately entitled to harm, bully or cheat people but are not liable to be accused of such acts (as you can see from their numerous lawsuits)?
