Overseas Merit Scholarships (OMS) are offered to academically outstanding students with leadership potential for undergraduate studies tenable at reputable overseas universities. PSC also sponsor selected Masters programme upon graduation from the first degree.It is really more of a commercial deal than charity. The goal of these scholarship are to hold on to the talents, regardless of whether they are rich or not. It is not to help those who cannot afford tertiary education.

I have many wealthy friends who are not taking up scholarships because of the bond. "Time is money", they like to say. I believe those with brains will know that there is no difference between taking scholarship and then breaking it, or just go without a scholarship. (If you would assume that exchange rate, and other factors do not change)
Of course, you can't forget that most school will push their students to obtain prestigious scholarships simply because it bring pride to the school. But then again, it stays true to the goal of such merit-based scholarship isn't it? To hold on to the talent (regardless of poor/rich), and not to hold on to those who can't afford tertiary education.

It is really ignorant to think that you cannot move to a higher class unless you obtain a scholarship. That is one of the worst excuses ever. If you cannot afford it, there is always student loans and need-based scholarships.
To say that you can't better yourself because you cannot get the most prestigious merit scholarship is like saying you cannot quench your thirst because you can't get the most virgin and pristine spring water.
