As far as indonesian is concerned, many people I know actually admire LKY ways of managing the country and their dream has always to turn Jakarta into something similar to Singapore.

If any PRs rather give up their PRs than to serve their NS..... it is fully up to that person. Better that S'pore loss a PR now, then to keep one who is not intersted in staying in S'pore. What is the percentage of PRs converting to citizenships anyway? Many do treat this place as a stepping stone to far better destinations in the future. Some do settle down here. But who are we to blame them?
Singaporeans ourselves do look for greener pastuers in other countries. The lucky ones get headhunted to work in far off countries. While others cast their fears aside and uproot their families overseas in search of a better future. That's the trend of globalisation.

Same with 1997 Hong Kong handover, I have some relatives who migrated to Singapore.
