Make PAP accountable without getting rid of them? The positions of president, judges and attorney general should remain independence for maintaining the role of checks and balances. It must never be appointed by prime minister or any party members to remain impartial.
In order to make PAP fully accountable. Judges, attorney general and ISD should be reporting to president not PM(PAP) so that the audit and the judgement process can be kept independence.
Constitution also have to set limit to maximum number of positions a person can hold. (e.g If you want to hold PM position you can't hold finiancial minister position.) There is one more main concern of Singaporeans Temasek holding. It should be President to decide who should headed as the steering comittee not by Lee to Lee related people. (Of course also not president related people and kins to remain impartial).
To enable the above to happen, the constitution is required to make such changes to make PAP feel accountable without needing to vote them out totally.
