I will agree if the crime is minior (fighting, stealing, cheating... etc)... white collar crime.... then it really is unfair for the Govt to do what it did.
But it is hard to give judgment if we don't know what happened......
Certain things done in the past could still get alot of person in real trouble even today..... (BTW... not saying ur friend did any of these...)
example - murder, rape, crime against humanity....etc
