In it he expressed his guilt of keeping quite for many years. He finally decided to come out after LKY commented, and MP Baey Yam Keng supported the repeal of Section 377A.
He wrote this blog entry (he called it a letter) because he believe its time we should do something about homosexual rights in Singapore and he has the responsibility to come out.
So he meant it to be public. But he had to remove it after pressure from MOE.
