  SINGAPORE: Commercial sex with someone under 18 is now a crime under the law.
  
  This and other changes have been made following a comprehensive review of Singapore's Penal Code.
  
  It is the first massive review of the criminal laws and penalties in Singapore since 1984.

  Yes, it is legal, but advertising for commercial sex is illegal.

  As for this new legislation, I can't quite get my hands on it yet, but I'd suspect that the would define and interpret the word "commercial" rather broadly. I believe the judiciary will not take kindly to a narrow intrepretation limiting it to a purely cash transaction.
  
  As for the teens, under 16 should be statutory rape. 16 to 18 should be legal as long as there is consent for both parties unless there are elements of illegality.

  A simple answer to that is as long as there are no elements that are illegal, then yes, no crime.
  
  Else, lack of consent would consitute rape, underage would be statutory rape, if done at certain places, might constitute indecent acts, etc.
