I agree its not really correct to put in such a law.
Its almost like you are guilty unless proven innocent.
An example of problem in implementation include:
There is a 3 month window for the test to work. So technically, someone could get himself tested, have sex, spread virus unknowingly for that 3 months.
I think a better way would be that people are to take a HIV test every 6 months. Govt to subsidise since they think this is a serious enough problem

already the many Polyclinics are always under-performing resulting in long waiting time, can you imagine how crowded, time consuming, and imptractical for people when it is made compulsory to go for HIV screening and even have to PAY for it????

The issue is not about the feasibility of doing it, but the monetary costs (as always, what's new), about doing it.
Ultimately, putting the ball in the normal Singaporean's court (if you din get yourself tested, and you get into trouble, you die), is the best way for the Govt to
(1) save money
(2) throw the problem at you
(3) solve their problem

here is the message for those who opposed the law. Think about why such talk about law being introduce.
Unfortunately, SG self help group are small and weak, funding are low, and of course people generally do not pay attention to issue that they do not want to hear, it is such a social disgrace to even contracted HIVs.. All the HIV awareness program probably fall on deafear. So at the end of the day it is our ignorant and arongant that lead to this sorry state of implementing another "Law" .
I think at this point population who are HIV postive has climb tremendously. The funding for Aids patient care are continue to climb but at minimum. Social acceptance of HIV positive individual are closed to Zero.
Here are some of the actual social issue that happen to HIV individual in SG. if you are tested HIV positive and contracted aids.
1) Your family will throw you out think that they will get infected by person living at home.
2) You are a social outcast in SG u can't get jobs.
3) there are already 2nd generation of HIV baby
4) Age contracted ages from from 20s to 60 ah pei and aunty because their husband go out and have unprotected sex and infect their old age wife.
5) young girls got aids because boy friends from NS go out and have unprotected sex
6) taking the cocktail of drugs is a daily affair it will prolong your life but how much u have to pay for the drugs? Let's just say it is more than the cost of your daily meal.
7) chances of HIV positive individual will not be able to get into another relationship.
If u really care about it go volunteer. Good luck. -
my mum was saying that the news said the number of people with HIV have risen drastically.
i guess that's why the govt taking such emergency action

1. female also have to go thru mandatory screening
2. we do not have to bear the cost of screening -

Oral and anal sex in private between consenting heterosexual adults would be legalized under a bill introduced in Singapore's parliament on Monday.
Under the city-state's first major penal code amendments in 22 years, a section criminalizing "carnal intercourse against the order of nature" would be repealed.
The bill would also create new offenses to tackle child prostitution and sex tourism.
Singapore has in recent years gradually eased social restrictions that have given it a straight-laced reputation.
But while the bill takes a softer line on heterosexual sex, a ban on acts of "gross indecency" between males will remain.
Gay rights activists have said authorities have not laid charges under the section in recent years, even though it remains in force.
Vivian Balakrishnan, Singapore's Second Minister for Information, Communications and the Arts, said earlier this year that the city-state was undergoing liberalization while retaining a very strong conservative core.
Although prostitution itself is not an offense in Singapore, the bill would make it an offense to obtain commercial sex with a person under 18. Conviction could lead to a prison term of up to seven years, while communicating for such a purpose could bring up to two years in jail, the bill says.
Similar offenses committed abroad would attract the same punishments, it says.
Local media have reported that some Singaporeans travel to the nearby Indonesian island of Batam for sex with teenage girls.
In another new provision, making travel arrangements intended to facilitate under-age commercial sex abroad would bring up to 10 years in prison, the bill says.

Do u know people get left in the center are being abandond by their own children, parents, family members who are ashamed of their children. etc....
Do u know who paid the taps for this center? Ans: Tax payer money.
Do u know who paid for the taps for the drugs they have to take? Pick a guess.
People think that because they send the patient to PCC. You don't hear them You don't read about it. THE PROBLEMS SOLVED!!! WELL It doesn't Get solved!!! Patient still breathing struggling the very basic of day to day living.
So until Singaporean fold their sleeve and come up and help which I don't think so cause everyone is busy with their own life. It will be a tax payer burden.

But we don't hear, we don't read about it. In that case, is this our fault? Did our small island newspaper do the reporting on this issue? Did the govt take steps to address this as a cause of concern?
Legislating is always the final step to me, when all else fails. I just don't like our island's fave method of solving/patching/pushing away the problem. Legislation.
