The fact is, they are letting the elites from their world-class education system making the decision, 'cos they are the elites. In any education system, whether world-class or no-class, there will always be elites and non-elites. The elites are supposedly better right? What's more, elites from a world-class system.
If you are a non-elite, it means you lack something that the elite doesn't. It can be as minor as not able to see the future as clearly as the elites. Well, the elites are usually more strategically placed to see the future.
