I believe that freedom and secruity are linked closely by an inverse relationship. More freedom leads to less secruity, and vice-versa.
It depends on how you define freedom.
Using open-sourced softwares as example, their codes are free to download and modified. Which means it's free to be hacked in any way you like.
Because of this freedom, bugs and security issues can be found and ironed out.
Apply it in governing, it would mean a transparency in policies. Everybody who is concerned are invited to talk about it, the weaknesses and strengths of the policies, suggest ideas to improve or new ideas which could be better.
That could lead to better security. Provided that they have calm minds and are honest.
