Are you dyslexic or intellectually challenged in some way? With the rising construction costs, the $2 billion will not go as far as it was projected to do. It is right to delay construction and not enrich the pockets of construction companies using public money by joining in the construction frenzy now. Unless u are saying that suddenly within 6 days after deciding to spend $2 billion, circumstances changed so drastically that he had to delay the hospital.
So in my book, he's either guilty of very bad planning, or not keeping his promises.

Read the articles carefully. Since when did the minister retract his earlier statement? The Yishun hospital will be built in 2010 whilst the Jurong Hospital will be built before 2015. The $2 billion is committed and will be spent. Explaining why the Jurong Hospital project is pushed back relative to the Yishun Hospital, the minister said that rising building costs make it logical to delay building projects. However, because the givernment has already committed to the Yishun project by 2010, that will go ahead despite the higher costs.Originally posted by gerald_tan:Neither. :p

My question then is, if Mr Khaw knew this, why did he grandly announce on the 25th of September, that he was spending $2 billion on healthcare, including building the new hospital, only to retract this 6 days later?
Did the construction industry change drastically in those 6 days? Did Myanmar cut off the sand supply in those 6 days? Did the construction company building JGH raise the prices by 10-20% in those 6 days?
If nothing of that sort had happened, and he had already decided to postpone the hospital, he should have had the political honesty to announce it at the same time he announced the $2 billion spending, and not bury it in an addendum released 6 days later.
In summary, my quibble is not with the delay per se, but the fact that it was not communicated in a timely, transparent and upfront manner.
