Teenage sex has been prevalent for a long time. A societal problem it is but comes no less as a norm. -
Progress of singapore society... procreating is getting younger.. why ban it. The gov should allow it.
Well the older ones are lacking in drive and energy, so let the young ones take over. Moreover studies have shows that younger woman conceiving will have less complication. Hence lower medical cost for the government.
Also, if have baby at a younger age will improve the productivity of the country. The existing parents will have to commit to work longer hours and more jobs just to make ends meet. So that will also reduce the need for more FT.
The grandparents can also contributes but working their life out, to help out their kids.
Best solutions for the gov...
Also another question: Did they survey the elites, maybe the smarter people have more SEX per week / per day ...

no teenagers should have more without condoms. This is a very good very to boost the local population, instead of importing more.
