  obviously, it means that running down a person while driving entitles you to a small fine while tax evasion entitles you to both jail term and a heavy fine..
  
  i guess avoiding tax is a more serious offence than reckless driving resulting in a death.. in singapore..

  two death doesn't affect the government but evading tax does affect the government, that is the judge's thinking

  Not really! If u knock down a CEO of a big entreprises. Even a minor injuries to him can cost u time in prison...
