Although clearly the cyclist may be at fault, but being a motorist that pilots a machine well over a tonne in weight, the responsibility weighs heavier in keeping a Proper Look Out for both Pedestrians & Cyclists... as well as school children who tend to dash across roads.
If anyone is to pinpoint a fault, it would surely have to be sheer lack of Common Courtesy of the people in Singapore, or, Basic Road Courtesy.

They cycle on the pedestrian walkway and got the cheek to ring their bell and expect all the pedestrians to jump into the longkang so they can cycle by?!
