Well, lets put it this way.
with creativity, many old time crimes can be repackaged and comply with rules by playing by the rules of the game.
for example, in some places, there is no need to be CORRUPTED.
Lets dysect the rationale behind Corruption. I think its called S 11 , that is Money$$$.
