better way to control traffic

I suggest:
connect cashcard meter to engine rpm meter.
this way, no need put money to install gantries. Instantly, every car even new cars as soon as the engine starts, their cashcards will start to deduct money by x rpm .
every certain rpm spun, $x deducted.
Like this, I hope will control car usage and help make this world a better place so as to achieve happiness prosperity and porgress for our multiculturral, horticultural and agricultural.
pst: I am currently engaging consultants to see if its ok to charge $0.01 cents per rpm .
what u think har? too cheap? scared no effect? maybe $1 per rpm?
