Well GKS had at least been widely noted as an architect in transforming the Dutch plan into a reality - a credible Jurong Industrial Park. It seems the only way to justify their salaries is to raise the prices and tax to gullible.
GKS is a doer. GIC was his brainchild and he persuaded LKY to allow Singapore to invest their reserves, something unheard of in the 80s. Read about him and you find that he was a problem solver for many practical problems. Sometimes, the most talented people in running a country are poor politicians in winning votes and power struggles. Since Dr. Goh Keng Swee left, there were many slogans like "we want to upgrade the economy, to value-adding technology-driven one" or "we want to remake Singapore" but today we are still waiting and waiting and citizens are seeing dropping wages and being told it is globalization this or that.
We still have not yet come across a GKS-like minister who could promise and honor the words with great feat.
LKY talked about policies like meritocracy or leadership (his autocracy mostly) most of the time but could not deliver.
He has a lot of reasons why certain things happened without holding himself responsible for lack of results.
That ultimately is the difference between man and boy, scholars and real performers.
