Its a sad rationale. Personal perspective. Its not a matter of not being able to compete on skill level vs the FTs. Its a matter of the FTs costing less to an employer, than a Singaporean of the same skill level. Which has the effect of driving wages down. And amidst the risings costs across the board, your own citizens are going to feel marginalized and frustrated. Its a common misconception really... A lot of my peers joined the public sector and its becoming quite clear that performance based appraisal is becoming the norm and if u screw one up, it can make a "so-so salary" into a "tragically underpaid salary".

You link isn't exactly Army/RSAF/RSN. Those are civilian positions within Ministry of Defence. Also, similar to many other Ministries (FA/Finance/Edu etc...) they are only taking Graduates for executive positions (There are some exceptions of course).
