Singapore was smart enough to offer him a Singapore Government Colombo Plan Scholarship. Lucky us. -

From the way Minister Khaw Boon Wan was talking about citizens' having thousands in their CPF medisave it looks like because they have such saving there is now no problem for him to make them pay higher Class A or Class B medical charges.
So the starting point again is citizens are seen to have much CPF in their account to pay the government to pay for such costs.
Whatever his explanation about how useful is the means test, in the final analysis one thing is clear because citizens have monies in their CPF he must try to empty them to pay for the medical charges originally funded by taxes.
No wonder citizens after so many years of saving still cannot afford to retire when they reach age 55 which now has to be further postponed to 62-65.
CPF savings of the people overnight has become government source of funding for its diverse agency over-charging resulting in exhaustion of their CPF saving by the time they reach retirement age.
By thinking of means test, he has already envision using people's CPF to pay for the rising medical fees to be paid from people's medishield and medisave schemes.
Although he has assured citizens that medical fees are affordable many citizens are not at ease. It is very simply this - that citizens are already having their CPF saving heavily taxed by HDB by over-charging the HDB flats from such funding which is originally meant to be protected for citizens' dire retirement needs.
To show his sincerity he does not intend to take more CPF monies from the people, he should tell us how many was the original percentage of citizens' taxes (direct and indirect and all the extraordinary gains made by all government and GLCs) allocated to citizens essential services like medical care. That is what taxation is basically for. There is no point for so much GST or taxes to be paid only for accumulating them as reserves like NKF has done (for 30 years' reserve) with the public kidney dialysis donation monies which is totally meaningless.
Minister Khaw has said that with means test more people who could afford paying for Class B or A ward can now do so by drawing on their CPF.
I hope he is like acting like Mah Bow Tan who regarded people's CPF savings as monies which he could conveniently use to pay for his inflated over-charged HDB flats thereby exhausting citizens' retirements until today many of them are broke by the time they settle their mortgage debt to HDB.
Let us put a stop of such unconscionable taking of citizens' CPF savings by all our government agency which should ensure taxes allocated originally are always reserved for such purpose and not turn to CPF retirements nest-egg to rob them again of the only monies they have for retirements.
