Ya, I remember this is one of the most common excuses...no use to cry over spilled milk ...accidents do happen, let's move on.
I once attended a structural inspection seminar convened by BCA and asked the panel chairperson this question: "After the Hotel New World collapse there was a commission of inquiry which directed BCD to revamp the whole structural checking and computation process with laws and regulations amended requiring this to be done. How is it that this structural check and computation to be approved prior to construction of circle line MRT at Nicol Highway was not being followed by LTA and the minister in charge and instead were pushed to the contractors and engineers on site and they were penalized instead of BCD."
No one could answer this question why even laws passed after an major structural collapse were not even seriously implemented by government departments or ministers.
How to govern the country when our ministers and government departments are so easily being excused and too thin-skinned to tender apologies for poor performance.
It is time to introduce public apologies from departments or ministers to hold them liable for major mistakes in acts or policies to raise level of accountability and not to increase their use of power for their own protectionism.
