personal income tax + corporate income tax + gst + fees, fines and other revenue (i.e. land sales) + dividends paid by GIC and Temasek = budget
their salary and everything all falls under the budget and surplus are accumulated back into the reserves while deficits will have to financed somehow (i.e. through debt) -
