Singapore Police Force - What do they do?

recently i read two articles in the papers....
There was a guy whose car was being "keyed"... he managed to take a video of the person who commit those acts.... but when he go to the police, they told him that as the car is pte property...... they (police) are not going to take action...
And the recent case of the Mr Ho who was assaulted by a American sailor... the injury is so bad that it require stitches.... but the police will not tak action unless he make a 'report'....
What the *&^%^$?
Seriously... what do the police do? Can't normal law-abiding citizen expect protection and justice from the police???
I am not in law enforcement and do not know the law... but surely the above is not a good sign.... -

I asked the americans I know online since a few are from USMC or US army. They said that the american soldier is gonna get hell. Actually, how do you define if action is being taken or not. It is not a case whereby if the offender or accused is arrested on the spot then is action considered taken. Now, if subsequently investigation was carried out against the accused, it is considered "action taken"? I would think so. the current empowerment to law enforcers under Sec 323 Penal Code is that it is a non-seizable offence. There have been too many replies by the police regarding such cases. In the case mentioned here, the marine is going to kena by both USMC and Police. Even if not, there is always the option of magistrate complain. Or if you wish to hire a lawyer, civil suit. Can we say there are no avenue of redress? I wouldnt think so.

It's all about something to do with being able to arrest with warrant and requiring a warrant to arrest a person. If the police is able to anyhow arrest, ppl would be complaning that we have no "true" freedom of movement.

Just file a civil complaint lah, if you don't want to, then don't complain. If you have a strong case, why be afraid.
