In the Civil Service, for every scholar as chief at the top, there will be hundreds of experienced, seasoned and weather-beaten lieutenants and sergeants around him. They are the people who know - and do their job well if they want to remain in their respective positions. Seen those CID drama serials from HK? Something like that.
In practice, this so called chief does little, if any; just hold a title and draw a handsome salary by virtue of his....eh...education. This chap may be groomed for political office later. His strings of "high leadership" experience will then be an important asset to justify a high political seat.
