The spoiled votes should be treated as anti-GRC votes. If spoiled votes reach say 5%, (above the normal spoiled votes before introduction of GRC) results should be questioned and GRC reviewed as the 5% may be substantial enough margin to cause a difference to the voting for a candidate in election who has received 45% of total votes.
This can be announced to the electorate so that we can test out the policy acceptance of GRC.
