I don't think it was a calculated policy objective. When CPF was introduced it was still quite a new concept and was supposed to address the devaluation. Our economic progress invalidated this. The Citizens contributed to the economic progress. I believe the introduction of CPF was seen as a management solution to shift the responsibility and burden of retirement financing to the citizens and to anticipate erosions with CPF interest rates. The government also benefited from the creation of a source for cheap borrowing.
I hope to see a short term solution by the government to top it up to more realistic values for old citizens. For the longer term, to address changes necessary to allow the CPF to fulfill it's intended purpose.
Otherwise we face the spectre of citizens who renounce citizenship just so they can plan their retirements.
