  The main problem is demand and a lagging supply.
  
  A trained workforce takes time to develop. The higher the skill set needed the greater the lag.
  
  Rather then waiting for locals to acquire skill sets, a business may opt, out of urgency, to recruit Foreign Talent.
  
  On the surface it looks like a common problem with a simple solution.
  
  Britain is facing a similar problem with an oversupply of local doctors and some are blaming it on foreign talent occupying existing posts.
