Hi,
imagine, if a tiny town of merely 1.8 million workers can have income gap problem, how much more difficult it is to manage a truely real large city.
why do you think this is so? what is causing it and is there any strong excuse?
imagine, only such a teenie tinie town to provide job opportunities, if still got problem, how? how to have confi- of the -dence?
how diffickert to subsidise these for skills enhancement?
how diffickert to subsidise their medicals and socials and when they jobless ?
so diffickert ah ?
like this still then need pay world record to fix the bulb?
then I better raise my expectation to world record. Break my own expectation world record.

Judging by your lack of spelling skills, I would say you have bigger problems.
But I'll bite.
First of all, what town are you talking about?
Secondly, the comparison between a town and country is invalid, no matter the population size. So many lurking variables I'm not even sure where to begin.
