  新加�未�需�650万人�，�能�破�济�展所�对的人力瓶颈。总�公署部长�全国�工总会秘书长林瑞生说，��破这一瓶颈，就��能维�现有�济增长。

  我国未æ�¥ç©¶ç«Ÿéœ€è¦�多少人å�£ï¼Œæ˜¯“2008年新加å�¡é€�视论å�›”在讨论“新加å�¡çš„未æ�¥æƒ…景”时的一个热门è¯�题。轮到四ä½�部长和今年的与会者对è¯�时，这个问题便一å†�被æ��出æ�¥ã€‚

  昨天�邀出席�视论�的四�部长是林瑞生，外交部长��文，�生部长许文远和环境�水�部长雅国�士。

  市区�建局去年2月曾公布，在规划新加�未�的�展时，将以650万人�为��。

  有学者问部长们，新加�为何�能满足于目�的450万人，��让人�增加到650万��？

  林瑞生回答说：“ç�†ç”±å¾ˆç®€å�•ï¼Œæˆ‘们需è¦�一定的人å�£æ•°é‡�，æ‰�能çª�ç ´ç»�济å�‘展所é�¢å¯¹çš„å�„ç§�瓶颈，包括人力瓶颈，科技瓶颈等。”

  他指出：“ä¸�管我们有多好的人力队ä¼�，450万人å�£ç»�对ä¸�够，å�³ä½¿æ˜¯650万人å�£ï¼Œä¹Ÿè¿˜æ˜¯ä¸�够。”(No matter how good is our work force,4.5 million is certainly now enough.Not even 6.5 million)

  林瑞生还指出，��是人�中的将近100万外�移民和客工，��新加�本身的350万至360万人�，我们是��能拥有一支250万人的劳动队�。

  他接�以新加��引外国投资者到本地�展晶圆厂为例，说明�破人力瓶颈对�济�展的��性。

  他说，�个晶圆厂需��请1000�员工，当中500人是专业人士，�外500人是熟练工人。新加�在说�投资者到本地设厂时，是��能告诉对方我们缺少人力，�求他们�建�个厂就好。

  “我们也ä¸�能å�«ä»–们å�ªåœ¨æœ¬åœ°è®¾ä¸€ä¸ªåŽ‚，把其他厂设在其他国家。”

  林瑞生还解释说，当投资者在本地设立第一个晶圆厂时，政府便必须�好规划，准备让他们建�外三个晶圆厂，包括考虑如何�供他们所需的土地，水�供应，让他们�请到足够员工等。

  部长指出，��支�一家公�到本地设晶圆厂还�够，政府还必须�好准备，扶�与晶圆厂相关的附属工业，最终�能得容下25个晶圆厂。

  林瑞生说，如果想å�¸å¼•æŠ•èµ„者到本地设晶圆厂，就必须能容纳这一切，ä¸�能å�—制于人力资æº�ä¸�够的问题。他说：“我们别无选择，è¦�嘛就整个扛下，å�¦åˆ™ä¾¿å®Œå…¨æ”¾å¼ƒã€‚”

  根�他过去在�济�展局和全国电脑局的�验，他很清楚�一家��投资的公�，一旦在本地设厂，便会�展到最大�度，政府因此必须解决人力瓶颈的问题。

  外交部长��文则指出，未�几�年，世界将出现一组�展迅速的城市，包括上海，孟买，河内等，新加�必须努力�为这组�烂城市群之一，��到这一点，就必须具备有机的增长动力。

  他以孩�的�长过程为比喻说，孩��长时，你能感�到，也能看到其�长。有一天，这�长会�止，但��的是，�万��破�这�长过程。

  ��文指出，如果我们�希望新加�人��化得太快，就必须�断增加人�。他说，我们会�断让人�增加下去，直到代价太大，难以承�为止。唯有这样，�能享有最大�度的增长�活性。

  人�增长病床�够从�生部长的角度看，人�急速增长则带��一个问题��医院的病床�够用。

  许文远说，陈笃生医院在今年1月14日当天，有98％的病床被病人�满，几乎�酒店81，大家�以想�那�忙乱情况。

  他解释说，政府为公共医院设定的最佳使用率是85％的病床满，�人医院则是65％满，但是过去几年，由于人�急速增加，几乎�所政府医院的使用率都超过85％。

  许文远说，兴建医院需�时间，我国�等到2010年，�有新��医院�舒缓这一问题。

  �过他指出，�管是医院还是组屋，新加�总会��规划未�的需求，而��为环�化城市，必须能�到这一点。

  环境�水�部长雅国�士则说，650万人�肯定会比350万人�制造更多垃圾，如何长远维系环境，将�为一个��课题。但他认为，无论如何，我们都得想办法解决这一问题。

  go for it. 7.5million. but why stop there? 10million should be the target if he want to play sg like simcity. forget about personal space, forget about individual rights, forget about the citizen privilege. forget about living a nice decent place. they just want numbers and their absolute obedience.

  what is the worth of a citizen in their eyes? they dont value the citizens. they give just enough to keep them thumbed down and quiet, while they rule SG one and all.
