The Singapore state give out a mere S$290/- a month to the needy subjecting them to poverty and hardship.![]()
With increase in GST to 'help the poor', i believe this $290 will be raised?

Means S'pore gives out US$4.50 a day to the needy.
And your reasoning is flawed... If they are already considered "needy", they are already in poverty and hardship. The state does not subject them to poverty and hardship by your argument.
