I agree there is a huge list of bio agents out there, but as I mention in the thread. Agents like anthrax or sarin and others are harder to manufacturer and need clean room facilities and even then it still has a high rate of failure during breeding stages.
Just like growing edible mushroom, take a spore of shitake mushroom try to grow it on rice in your bedroom, if other bacteria in the air dun take it out the humidity tempreature most likly will, just like anthrax or vx or sarin you need proper facilities and this costs money .. money which bandits dun have.
The japanese doom cult Aum(somting) confessed they tried twice using a van with a chimney on top to disperse weaker strain of anthrax in a tokyo traffic into the air and it failed.
Smallpox on other hand is easier to manufacture dun req much money only the initial strain, resistant to tempreature variance unlike anthrax spreads like wildfire within days when deployed & cripples everything, and the best thing is we dun have even have any stocks of vaccines around.

personally I think I will support what they are doing in the US, that is vaccine strongly recommended for people in bio-response teams, related healthcare service personnel, people working in companies doing research on such stuff if any, etc, but totally optional for the public, after all, its not a very good idea to scare everyone out of their wits now about the possibility of a smallpox attack, u will have people clamouring for the vaccine all over and then have lawsuits if something goes wrong, best to do it discreetly for those in high risk jobs. . .
btw, Singapore has a few bio banks too, 3 i think. . . some probably store certain viruses too
