This idea was thought out because of the ineffectiveness of the backbencher and the party whip that will silence all opposing view even when it is against their principle.
But being in total controls all NCMP are "selected" by the ruling party and too prove to be as ineffective. And with only ONE NMP, the present one prove to be of some effect in "barking". However with state media in full control, only view that is taught to be allow, is only being heard.
