... I read the article, & there're a few questions that keeps running around in my head:
>> weren't all those government public aide agencies, so accessible to all needies, efficient in rendering assistance to such needies?
>> if there are a lot of low-end jobs available out there, why doesn't he take up one of these jobs just for temporary? ... perhaps these jobs have become rare?
>> if people are encouraged to have children, is it economically viable to do so in view of Singapore's High Costs of living? eg., how can a middle or lower income family cope with children/babies and both work at the same time?
... personally, I believe there's something wrong somewhere when people have to resort to such drastic decisions... I wonder what's wrong?

... on second thought, I believe the poor guy does not really intend to give away his kids, it's just a story to get the attention of our infamous "government"... going public about his plight & throw in the line about giving away his kids to get the "government" off their asses...
... this also reminds me of my neighbor; he's Malay, & educated - so is his wife...
... to date, he has two baby girls... as such his wife has to stay home to look after the babies as he's unable to afford a maid & both his & her wife's parents are old & sickly..
he now holds two jobs & he says he may have to look for another 3rd job (a part time one) just to get by...
Recently he revealed his plans to move to JB where life & living is more manageable...& will eventually retire in JB as well to draw out all his CPF money... he told me life is MEANINGLESS here - I said to him, I agree, so does many others...rish or poor...

Such similar things do happen in other first world countries too, not just Singapore.
