Are you referring to Dr Goh Keng Swee - previously holding the posts of Finance Minister, and subsequently the DPM / Defense Minister in the LKY administration ?
Dr Goh Keng Swee was a Corporal in the Singapore Volunteer Force during the British Colonial Rule, and with his military exposure, he was tasked to build up the foundation of MINDEF and the SAF after Singapore left Malaysia.
Goh Chok Tong in the SAF ?
He is outside the age group that was called up for NS, but may have been called up as a Civil Servant to provide the basic leadership during the rush to develop the SAF Junior Officer Corp.
Chee Soon Juan was a Police Inspector during his NS days, and that was before he entered politics on the side of the Opposition.
So was Sylvia Lum before she joined the Worker's Party.
