Deliberate Or Accidential Exposure ?

  Sometime while walking in shoppig centres or at coffeeshops , we can see some female their underwear showing and sticking above their skirt or pants , when they sit or squat , how do we know that it is an accidential exposure or an deliberate act by them just to catch men's attention ? Don't they feel any embarrassed at all letting ppl see their underwear or bra straps ?
