In fact, there were and are many in the china government who want to push for democracy. But they have to do it step by step, if they rush for it, their achievement will be undone.
Sometimes, we should look at things separately, political system is political system. Sovereignty is sovereignty. If we mix them, it will create unnecessary permutation which complicates things and delay the progress.
Those separatists always put the word independence and democracy together, after sometime, if one day the premier suggest to hold elections somewhere, some people can then label him as separatist.

I thought Hawaii was on the house when I saw the title.
One reason why US want to occupy Hawaii is because it is a strategic location to establish a navy base. US has established a lot of military base overseas because of their strategy to fight wars at other people's land. Whatever war they fight, it always take place at other people's land and not theirs. They send army to Iraq, Afghanistan to "protect" americans. If the win the war, they will gain more control of oil and setup more military base. What if they lose the war , they just withdraw their army, their industry remains intact. Then the country that they fought at will go backward for decades in development.
