Kim Jong Il could be trying to drive a wedge between South Korea and USA.
One side South Korea he keep on carrying out verbal attacks and cut off contacts, USA on the other side he start talks.
South Korea pissed with DPRK, but USA is willing to talk with DPRK, how the two can coordinate strategies to deal with DPRK you tell me?

Singapore should ask for a nuke as well. For protection so that Singapore Defense is assured. Not likely get 1 from USA, maybe can buy one from NKorea.
