The MIW know that this can work, but prefer to dodge the issue with the pretext that such an insurance health care system will result in wasteful medical care being demanded.
The present Health Care system allow the Government to dictate the price for health care in a non-transparent manner, and reap profits from a closed market environment that leaves the sick Singaporean being unable to make immediate informed choices or even make comparisons of prices for the same services offered by other government owned and operated hospitals..

imo, this is a natural human instinct. in sickness, we all err on the side of being `overly cautious', especially when it comes to our loved ones. cursory examples of numbers of cases registering in A&E that are not real A&E cases as reported here indeed tells us that this is happening.

This is true.
In USA, when the doctors wants to charge a higher price than what is agreed with the insurance for the cost payout, the differences is charged to the patient.
Because of this insurance thing, many doctors has quit, because they spend more time doing paper work than really treating patients.
