Firstly, immigrants do not immediately become citizens and will not vote. so even if 100 million chinese migrated to say... J.B next year, they would still not be able to vote in a Chinese dominated state gov't.
Secondly, Sg is not the only country in the world to play with electoral boundaries

not exactly sure how malaysia's is organised, but Chinese have always traditionally resided in urban areas while Malays have often tended to reside in more rural constituencies... so an urban constituency might be the same size (or even bigger) than a rural constituency but it would certainly have more people (and Chinese) living in it than a rural constituency but it would still be represented with 1 seat.
how many major cities are there in M'sia and how many kampongs are there by comparison? simple maths will tell u that Chinese would be unlikely to win more than 2/3 of the seats in any case.
