How can the ranking body know exactly what is really happening in all countries?
Corruption is not open. This means no one can know for sure what is going on.
The word Perception is used appropriately.
If you remove the word, it becomes Corruption index.
It would become a joke index.
But calling it Corruption PERCEPTION index makes a world of difference.
Perception can come from Impression.
Impression can be deceiving.
