You know how they can come up with "prices up 4.4%"???!!!
They raise the valuation and then publish in the newspaper "prices up 4.4%".
Previously, people pay a much higher price than the official valuation with cash and with a time lag, they increase their valuation to reflect the market condition, (old, outdated condition) taking into account the cash portion.
It is their valuation that increased andeven though the cash payment is down (or discounted), they say "prices up 4.4%"???!!!
