A non-partisan MP can also fool the lower IQ electorates.
But a non-partisan system is based on the collective intelligence of all the MPs as opposed to a single person in a party system, where members in a party have to vote according to party lines irrespective of their benefits to society.
A partisan political system is based on the creed of a single individual, his personal aspirations, whereas a non-partisan system is based on collective aspirations.
Is a single person smart enough to be elites in all fields (e.g. economics, architecture, civil engineering, finance, law, environment, psychology, etc), that he is able to trump over half the parliamentary majority.

In your doomsday analogy, one day Singapore will all be composed of individuals with IQ of 80. In such a scenario, I don't think Singapore will survive with partisan or non partisan political system.

stupid or smart are relative terms. if you graduate from college, and you are in a room full of professors, you are the stupid one, in terms of academics.
Don't be too worry about the dumbing down of the world, cos everything is still relative, and we don't really need that many genius in the world. having a genius sweep the road can only be as effective, or less effective, as normal people.

that conclusion can only be drawn by the well-informed. the ill-informed has no point of reference to know the left from the right.it still goes back to the person attempting to draw that conclusion, but if the person trying to draw this conclusion is yourself, than only you can decide if you are well-informed or ill-informed to make any conclusion.
