To add on, Smugglers and other unwanted characters can come into singapore, let alone Tekong. We need a large police force and laws to deal with them.And now with a large inflow of foreigners, it brings more problems.
The idea of Police State in our context i think its for law and stability. To discourage corruption which can ruin the country. Think wisely, Corruption is a much dangerous enemy than smugglers and thieves.

Singapore is not yet a full-fledged police state although she has some characteristics of a police state.
Does Singapore has rule of law for the citizens? For foreign investors, probably yes.
For the citizens, it's rule by law.

singapore has many high rise building and high tech stuff with a powerful economy resembling some countries like usa japan uk, but the SPF has characteristics resembling iraqi law enforcement and other middle eastern dictatorships. i think its a really interesting ecosystem to be observed in singapore, hell you dont even know if politicians and economists outside are actually studying us out of pure fascination.

Police officer has to do their job and they get pay for that. So i don't blame them. they sign on cause they like the job. They want to make singapore a safe country for all singaporean ( Junior Officer), who Controlling SPF is different story.
