About the birthrate problem. Just set an amount of children that a couple should bear. If they dont meet the 'quota', then just give them a fine... It's like the olden days, just vice versa...

Now, they realised that they will need to retain more local to protect their retirement fund and pension.
They have to make a show about how the local "suffered" in foreign land.
This is how desperate they are.
