It is certainly possible.Look, on average blacks americans don't really score that well in IQ test as compared to a white american. However, a black american child on average adopted by a white family can score rather well in IQ test.
So in essence, the family background do have some sort of importance. The virtues of having a higher educaton can be cultivated in a family where parents do have a degree as compared to a family that don't have one.
Parents in essence, are role models for their child. A child may be less motvated to earn a degree because of the fact that his or her parents seems to manage well in life without a degree.
Percentage wise, I would strongly suspect that parents with a degree will have kids that intend and is able to get degree as well.

Public money on the other hand should not be used "excessively" and to use public money to help children from disadvantaged family is an evil and public money going into the hands of dishonorable despots is better.
Therefore families must fend for themselves not expect help that requires public money, for that money must go into the pockets of despicable despots.

i know of families where parents have zero education but their children turn out to be top grade scorers in school. How is that possible?

Agree with you... this is a stupid preposition. i have a lot of respect for that man's drive, vision and achievements, but eugenics is not one of his best legacy...Not to mention that people will always rub his grandson's condition in his face every time he brings it up. I thought THAT, more than the lost votes, should have altered his perspective somewhat.
And I certainly do not agree that 2 degree holders always makes a potential scholar... that's not how life works. Its just utter arrogance and pseudo science to make this sort of simplistic claim.

knew of some local graduates from poor families... y they make it to university... cause they grew up poor and hardship, they want to get out of the proverty cycle... -

Then again, in singapore today, you can find probably graduates who are driving cabs for a living or working in a hawker centre.
30 to 50 somethings who got retrenched and can't find another good job again.
With the coming recession, likely you will see more graduates working in low level jobs.

there are always chance of this happening, but it is definitely harder.

but the chance of children of well to do family, that won't have to worry about putting food on the table, or is able to concentrate more on their studies have a higher chance of doing well.
no matter how meritocratic singapore is, the odds is still better with the well to do family.
