on your first para. i agree with you, it will not make the rich less motivated. If this is so, why are the EU banks and american financial instuition putting cap of top execs salary.

i was invited to a young PAP forum before and i did ask why from 21 - 40 years old, one is still considered as youth PAP.
the answer they gave me was that from a political point of view, 40 is still very young age in terms of experience and status. you probably won't be a director in a major company (your own company doesn't count) or a senior staff in any civil service line thus the term youth.
this is not my explanation, just the one gave to me then.
